Nothing, it seems to be a bug. If you connect through VPN then you can administer remotely without a problem.

I also just posted about this issue, and have not had any luck accessing the FMP 7 server remotely. Here is a link to my post, in case an answer shows up. Just wanted you to know you are not alone in your frustration.
