Where can I find API and documentation for developing FM plugins on Mac OS X?

Which IDE is required? XCode or Codewarrior?

I did a search of "ALL FORUMS" for "+plugin +Develop" and go [color:"blue"]200 hits. I noticed among the this one in the Plugin topic area.
