Is there any way to tell a field that if it is defined as being 3 characters in lenght, that when the field is full (3 characters) to go on to the next ?

Not directly, although you can script this to some extent.

Go to Field [ Field1 ]

Loop

Exit Record/Request

Exit Loop If [ Length( Field1 ) = 3 ]

Go to Field [ Field1 ]

Pause/Resume Script [ 00:00:01 ]

End Loop

Go to Field [ Field2 ]

Make sure that the field formatting for Field1 isn't set to select the contents on entry. This way the insertion point will be placed at the end of the field through each loop iteration. With this solution there could be as much as a one second delay before the script goes to the next field.
