Is there a way to make a database to use another database for user names and passwords??

For example have a master database that contains User Name, Password, Priviledge Set, and link that to all other databases?

Creating and deleting Accounts, as well as changing passwords for them, can be scripted. Privileges Sets must be created manually in each file, because there are file-specific (and complex).
