Disappeared/Never Appeared Vertical Scroll Bar

I just created a portal - with the "Show Vertical Scroll Bar" box checked - but can't see the scroll bar - although I can "feel around" for it with the mouse and if I grab it - it does work.

I tried deleting it and re-creating it - same problem - any thoughts on why I can't see it?

Right-click portal, Pen Pattern (opaque), Pen Color (dark enough to see), line width (anything other than none).
