This might be a dumb question but I wonder if it is possible to have a widget link to a filemaker file. Im pretty sure if the filemaker file was published to web it could be done but an application like address book is addressed directly so makes me wonder if filemaker could also.

Check the FileMaker web page. There is a Widget that you can download. The download includes resources to develope a widget.
