OK, so I've been using Filemaker for several versions now and I'm just barely asking this question:

Is there a way to use the scroll mouse (in Win XP) to scroll down the page instead of scrolling through records? For example, if I press Cntrl+scroll, I scroll through magnifications. If I just scroll with the wheel on the mouse, I scroll through records. I would like to be able to page down with the scroll wheel.

Your only chance to make this work is if the Microsoft mouse control panel (or the special MS mouse software that comes with the mouse) allows to create special configs for certain apps. If it does and you can change the mouse wheel behavior there, it'll work.

Nothing you can do from the FileMaker side though.
