This is puzzling me: Is it possible to have a portal within a portal? Alternately, how to I display only the values related to items in a portal row?

Nope, can't have portals in portals.

If you want to show items related to a particular portal row item then you need to second portal next to the first. When you click on a portal row in the first portal, set the relevant ID of that item to a global and use another relationship to show items related to that ID.
