problem with 'Send Event'

I'm having trouble getting 'Send Event' to recognize an application as an application.

I have an application file on my desktop which runs nicely when double clicked. I would like to launch this application from a script. When I 'specify' for the 'Send Event' script step, I choose 'Open an application' and then select the file. It is labeled as 'kind: application', yet when I 'open' it, no error message occurs and the 'target application' remains ''.

Any ideas as to why 'Send Event' does not accept this (or other applications that I've had trouble with)? This particular application is an 'Install Anwhere' installation program but I've had similar experiences with other applications.
