One of my FMP users has fields on her layout that have little black arrows associated with them. Has anyone ever seen that?

I don't think that's what I'm seeing. These aren't list fields and what seems to be happening is if there is no information in a field it's pulling the information in the next field over. Here's a screen shot.

That indicates the field is set to SLIDE

Under Format >> Set Sliding/Printing
