Hi! It is possible to show all layouts in layouts menu to Administrator and hide some selected layouts in layouts menu to the other users?

Yes, It is possible.

Give full acces to administrator.

Create new privilege set, select required values for Records, Value Lists and Scripts. For layouts select custom Privileges >> select the layout, that you wish to display/show to other user, then select 'view only' option under 'layout' & give desired privileges under 'records via this layout'. Repeat this for the layouts which you want to display to the other users. Then assign this newly created privilege set to other users.

Limiting access to the records by layout is not quite the same as limiting access to the layout. If you have layouts that should not be viewed at all by other users, this method is not sufficient (the layout will still be visible even though the record info won't be.)

You could have all layouts visible in the layouts menu, and have the status bar hidden and locked to restrict access.

Personally, I don't have layouts accessible via that layouts menu at all. Instead I give users navigation buttons/tabs to get them to layouts they need.
