Create a related file with two fields, "A" and "B" (and this is one of those rare occasions when a repeating field will work -- "B" can be a repeating field). For each value in "A", enter the possible values for "B".

In the main file, define the relationship based on "A".

Still in the main file, create a value list that uses only related values.
