Is there a way to reset the FileMaker Server Advanced Web Publishing Administration Console password without knowing what the original one was?

If not, what other options do I have to admin it? Do I have to reinstall it?

I haven't tested this, so try it at your own risk: I believe the config files are in /Library/FileMaker Server/Web Publishing/conf. The files in that directory are encrypted.

If you decide to delete them, first start your Mac in Safe Mode (hold the shift key down), and verify that FileMaker's processes are not running by using the command ps -ax in the Terminal. These are FileMaker's processes:

/Library/FileMaker Server/Tools/fmserver_helperd

/Library/FileMaker Server/Tools/fmserverd

./FM Web Publishing

/usr/bin/java -server -Xmx512M -Djava.endorsed.dirs=/Library/FileMaker Server/Web Publishing/jakarta-tomcat/common/endorsed

If any are running, note the PID number in the left column and then type "kill " followed by the #.

Note: Usernames and passwords for web publishing engines as seen in Server Admin's Configure window are stored in the .plist file in /Library/FileMaker Server/Library/Preferences/ByHost (the name of the file will vary). Note that only root can access this file. I've never tried trashing this file...
