Scripting value lists to show up

I'm not sure if this is a value list question or a script question,

so I thought I would start here.

Is there a way to compell a record to be committed after a selection from a value list?

Can you script a dialog box to show up that will take you to or presents a value list?

Are there any plug ins that could do this?

Any ideas?
