Is there a file that can control the look of the layout?

Something like CSS for the web page.

No. You can use FM's themes to create a generalized look, but if you want to change it down the line, you have to change each layout.

You can make use of global container fields to store images that act as backgrounds for your layouts; then if you later want to change the look across the app, you change the images in the field.
