I'm wondering who I can allow 1 password manager to give/modifiy passwords to new users without giving the password manager full access to the file.

Any ideas?

Create a bunch of dummy passwords:

xyzdummy1

xyzdummy2

xyzdummy3

Give the list to your manager. Passwords can be changed and assigned to new users without full access (however not viewed).
