I hate to be the barrer of bad news. But what you ask is not possible.

One thing you might consider is that if the users are createing reports

not data entry screens, you might export your data to an unsecured database where the user can have unrestricted access to the layouts fields and scripts.

Is it possible to Lock a specific layout to keep other users from changing it, but still let them create their own?
