why second page of layout does not stay put

Hi all

My company is required to complete a couple of forms that are two pages long. Ever so often these forms need to be modify and there is where the problem is. The second page at times creeps up pass the page break and needs to be corrected. Is there a way of making sure that the second page does not creep up when someone is going maintance of the forms.
