New page in labels no go

I'm trying to print labels by grade. After each grade I want a new page. I created a label layout with a subsummary on grade wqith new page before each occurence. Between the first 2 grades it works fine. Then the third and fourth group come out on one page. Then the break ends up in the second column for future grades - stops at end of grade in second column and the new grade starts in third column (5160 labels 10x3). Any ideas?

Okay, it's not mixed up from the second to the third. There also it goes just to a new column, not to the new page. So it is consistent. Instead of new page it goes to new column as if that's a new page. ;)
