How do you set up a relationship between 2 database files?

Click on define database then the relationship tab.

Actually first, you must define file references. At this point, you should be able to create relationships between internal & external tables.

... by creating local Table Occurences for the tables in the external file, and then creating relationships between the table occurences you have created on the Relationship graph.
