I am putting together a clac that will be exported to an html file.

Is there a function that allows me to enter text and ignore if it includes quotation marks rather than thinking that is the end/start of text?

Generally, anything that exports to html format should automatically convert all special characters (including quotes, ampersand, less than and greater than symbols). However, you can convert the quote characters to their html escaped equivalent with the substitute function. I can't post the formula, because the forum code messes up the characters. So, please see the attached file.
