Set file to Guest only, but validation dialog still comes up

I had an older file which I used to have privileges on, but I now no longer need to protect. So I removed all but the guest user from the Define Accounts and Privilege dialog, making sure Guest access was set to Full.

But the validation dialog still comes up every time I open the file, and it has to be manually set to Guest before it will open. How do I get rid of this dialog?

This is FMP 703.

You must set the option to open with that Account as well.
