Value list - Does 'Include edit ...' bypass security?

When you have a field set to display a drop down list and you have the 'Include Edit...' option checked does this bypass all security for the value list? It seems to for me. I have a privilige set where the overall setting is 'All View Only' for all of the value lists yet members of that privilige set can actually create and edit 'the values' contained in the lists. This seems wrong to me. Anyone else have this trouble?
