2-page cover page (Title Header)

In searching the forum I see the recommended solution to making a multi page cover page is to drag the Title Header down past one page tall. I've dragged and dragged until now it's down to 46 inches. My cover letter text cuts off mid line at the bottom of page 1, and the body of the report starts at the top of page 2. Half the cover letter is cut off.

Do I need to drag it further? or am I making a different mistake (margins perhaps?)? The multi page body of the report works fine. I've not tried the multi page bottom material of the report yet.

.. As far as i know, it will only ever appear on the front page no matter how far you drag it...

Title header: Appears only once at the top of the first screen or page and replaces the normal header (if one is specified). In reports, can be used to print a separate title page. You can have only one title header in a layout.

Try a leading grand summary instead.
