Passwords: One Database to Rule Them All

Is it possible to have one database contain all access privileges and have other databases reference it? I have two databases with a large amount of mutually exclusive users that I need to allow to both now. Does any one know of a way to automate this? Incidentally, the majority of the users access the databases via IWP over the internet.
