PopUp Window, Reference Template

I have a file with data entry page that frequently requires a look back at the reference information. I'd like to allow the user to open the reference files by using a button that opens a "pop up" window displaying the reference info. The reference info is tabular, text file, stored in a layout as a container file.

Any thoughts on how to do this would be greatly appreciated.
