Trailing vs Leading subsummaries

How do you change a subsummary from trailing to leading and vice versa? It seems that the only time you can do it is when you first create it.

Double-click on the sub-summary part label in Layout mode.

I must be missing something here. Yes, clicking on the part gets you to the option window but where do you actually change it from leading to trailing or vice versa?

Errr, leading = above; trailing = below.

Now that I look at the dialog, it's not really obvious is it.

Other than this window (image) which only shows up upon creating a new part, I have discovered that the "leading" vs "trailing" tag on the part tab can be changed by going to the part set up window and dragging before or after the body, or if there is no body, relative to each other.

I've also discovered that if you change it to something else, like a Header, then change it back, then it will ask you again. But you often can't change it to anything else, because either the other already exists, or it's in the wrong location for the other.
