Pop-up menu portal display

I am having difficulty getting my pop-up menu data to display how I want in a portal.

I have one table with tasks, and for each task I have a pop-up menu where I can select the department(s) responsible for the task completion. I have another related table for requirements. For each requirement, I am relating the tasks we perform to meet the requirement. I have a report layout of the requirements table that uses portals to also display the task data, so that for any requirement you can (theoretically) see all the departments that do work to support it. My issue is two part:

1. The portal only seems to display one of the selected departments in the pop-up menu, even if multiple departments have been selected.

2. The portal is repeating the same department if it is selected for multiple tasks.

I've gotten portals to work great on other fields, but can't get the pop-up menu to work right with it. Is there a setting I've overlooked?
