Is there an option in Filemaker server 8 to host files even if file sharing is turned off? If there is where can I find it?

Waht do you mean by "File sharing" in your question? I hope not OS level file sharing.

For FileMaker Server to host the file for guest access by FileMaker Pro clients, the fmapp Extended Privilege bit must be set.
