I'm creating a large FM App with custom menus for 2 departments.

When I'm done, I will placed it in FM Server. The clients will have FM Pro on there PC's.

Can I create a FM db file in advanced then move it to FM Server and have the users access it via FM Pro?

Yes

The advanced features are only required for initial integration. If your users will simply be accessing the database then the only PC that should require dev is the PC that is actually going to be adding the custom menu's etc - i.e. your PC.
