I would think that the "fixed" value lists should be in the Data file if they are editable by the user, or the Interface file if only editable by you. Value lists based on fields could be in the Interface file, especially those based on relationships.

interesting opinions, I have value lists in the interface so that if I email an interface update to the client, it has all the necessary adjustments with it and there is no need to change teh data file.
