Changing mouse wheel behavior

Is it possible to change the default behavior of the mouse wheel. Rather than changing to the previous/next record I would prefer it to scroll the active portal, window, field etc. In my solution this would be much more useful.

This would obviously not apply to you one mouse buttoned people :
