Any one have issues with grouping objects to a tab panel?

Whenever I try to group a single object (in this case a near-empty text box with conditional formatting), I end up grouping all objects on the panel to each other.

If I group objects to the panel and then add new objects to the panel they become part of the group.

Any one else have experience with this?
