Hiya

I have a layout that matches some legal sized state forms. I tried to publish it via Web Companion, but it only shows the upper 11" of the page.

Is there something I missed in the documentation?

Check the page layout to ensure that it is set to legal. if not change it using the print setup. That should fix it
