I asked a similar question to this before but now I have an example.

I have two portals, one is behaving the way I want and one isn't. When a portal row has no data, I don't want the static elements (in this case some boxes, slashes and the word Staff) to appear in the first empty row. What controls this?

I have attached a picture of the two portals.

You have on the option of 'Allow creation of record'. You can have that unchecked and script your new record creation as an alternative.
