Is there a way to restrict access to records on a user by user basis? For example, I'd want a user to be able to view, edit, and delete only those records that he/she created?

You will obviously need a field that captures the creation name and then you can use record level access to filter the other ones out using the accounts and privileges.

Do an advanced search for +record +level +access
