I have duplicate records where one records has data in it and the other has "?" in all of the fields. When I try to delete the bad record, it doesn't actually delete. Any suggestions?

Is the file hosted? If so close it on the server and open a copy of it locally. Try to delete it that way, If that doesn't work. You may have to save a clone of the file and transfer all the good data into the clone. (the record is corrupt, this can cause additional problems in the file)
