Scrolling won't move an exact number of portal rows

Is there a way to force a portal to move an exact number of portal rows when one clicks its scroll bar, so you avoid the first / last rows becoming partly concealed as you scroll up or down ?

I don't think so, unless you build your own scrolling system - see:
