Who is responsible for setting the date/timestamp on files that are served ... FMS or the operating system?

The reason I ask is that, when files are unserved (and there has been data changed) the date/timestamps should update with the time the files are closed, right? Sometimes they don't update - they can be an hour to four hours earlier even though, when reviewing the data, the modification timestamps verify that the data was actually changed.

So when the Admin Console locks up (quits responding) and we have to close services (won't even respond to command line prompts), many times the file timestamps are hours off! That is why I'm asking who is responsible for writing that change back to the file.
