Installing FMS on Dreamhost Server?

I have a shared account with Dreamhost. Any way to install FMS on Dreamhost's server?

What about just putting the FM database file on the server and opening it from any workstation with FM installed? Can more than one person use the file at once, or do I need FM Server installed to do that?

I don't know what "Dreamhost" is, but on the face of it, this does not sound like a good idea. Your second scenario is also not a good idea at all.

Dreamhost is a typical web hosting provider, which means they'll host your website (and usually email too) and allow you to install web scripts that run under PHP, Perl, and MySQL (and of late more hosts are also offering Ruby support).

If you want specialized software (e.g. WebObjects or ColdFusion), you'd need a hosting provider that specializes in that. FileMaker Server is also available from a handful of specialized hosting companies: a few of them advertise at the bottom of this page.

Peer-to-peer FileMaker sharing is an option if you only have a few users, but that isn't something you could do with your web host; it means one machine has the file on its hard drive, runs FileMaker Pro, and acts as host; it does NOT mean OS-based file sharing, which as Steven already said is Not Good.
