I am trying to allow a filemaker database to be accessed from outside our office. I have that working through opening the filemaker port. The problem is that our users can get to all of our hosted files. I would like if they are coming in from the outside and not the inside to only allow them to open a certain hosted file.

Is this possible?

Yes it is. In the Server Admin Console, select the option to show only the files to which a user has access. In that file, put Accounts that do not appear in any other file.
