Download of English Template Files dissapears

I have downloaded a certified FM10 program, after the download is complete and the install finishes FM10 says "English File Templates Missing" so I return to the download and custom download the English files only, this appears to work until they disappear 20 minutes later. any ideas?

On Mac OS 9?

I think the only "certified" downloads would come from FMI - did get it there?

The download link was sent electronically via FM website w/ authentication key.

also running Mac OS X 10.5.6
