FileMaker Server has no access to files

Our network administrator recently dedicated a machine to be our server. He loaded on FileMaker Server and we now have 9 machines that can get to it. The only problem is that when I try to do any administrative actions (which I am responsible for), I cannot get to the files. When I double-click on the server from the Hosts window and the database windows appear, I select "OPEN FILE" and the Open Database window is empty, so therefore I cannot configure the access/permissions for a file. Any suggestions?

You must open the files directly using the client. Enable Multiuser and the put them back in the server. Then they will be available in the hosts window and the admin database.
