Is there a way to make a URL to hold a single frame of video on YouTube

I know this is an off topic but I thought this may have come up for some of you. I am asking if anyone knows if there is a way to make a URL that will deliver the user to aSINGLE frame of video and be paused on that frame so the user could really examine that frame . It would be wonderful if that could happen I m just trying to find out of it is possible and how it is done. Thank you so much
