Admin console won't start on FM9 server

Hello

When I try to start the admin console on FM9 server I get the following message - Safari can’t open the page “http://localhost:16000/”because Safari can’t connect to the server “localhost. -

I have tried this using localhost and also the IP number of the server machine.

This was working fine when I first installed and it seems it maybe to do with updating Java or the security updates.

Does anyone have any ideas how this can be fixed without re-installing
