FM developer 5 allows has a tool to rename files and keep relationships etc...

Did FM Dev 4 have anything similar?

What to do with solutions in FM4 to rename them? Is there some utility or tool that can keep relationships if names are changed? - obviously without upgrading to FM5..

Sorry, no such luck. You must upgrade in order to take advantage of this feture. It is well worth it by far!

It is ever so tedious in 4 to update internal links, relationships, value lists, etc.
