"Sharing" is missing from the File Menu

Any idea why this could be. I did check the "Files and Permissions" under "Get Info" and made sure Read and Write were available to all.

I just discovered that on this file (Contacts), Sharing is under the Filemaker menu, where on my clients Invoices file (and most other files), Sharing is under the file menu, yet they are both opened up in FM 10. The new question is why are they different?
