open a field only if another field allowes

I have a field in which I enter a 0 or 1 as the result

I only want to enter data in the second field if a 1 is the result of the field prior

In other words

"High School graduate?" - 0 or 1 would be the result

"College Name?" - i only want it to pop up if HS graduate is a 1

How do i do this?
