not sure why this is not sliding

Ive attached my app - I cannot figure out why the layout called IssuesHardCopy is not sliding for the description field.

The other fields slide properly. But the description is not.

Any ideas? I must have missed something, but I cannot figure out what.

From Help On Line:

You can set layout parts to shrink when the fields in them slide up. Headers, footers, title headers, and title footers never shrink or slide up.
