Is there a way to have a portal "stick in postion" instead of always scrolling back up to the first row all the time?

Not exactly, you could mark the record then use some graphic to highlight which related record is current, also set a local global to the portal row, then you could run a script to focus on the selected portal.

I have seen another tip where you can sort the portal so the active portal is at the top. But I am not sure where I came across this...
